These Terms and Conditions govern your access to and use of the phsaya platform, including all games, services, promotions, and account functions. By registering an account and using phsaya, you confirm that you have read, understood, and agreed to everything set out in this document. Please read carefully before proceeding.

You must be at least 21 years old to register and use phsaya. This is a hard legal requirement under PAGCOR regulations. Age is verified during KYC — there are no exceptions to this rule.
Each individual may hold only one phsaya account. Duplicate accounts are prohibited and may result in immediate suspension and forfeiture of all balances across affected accounts.
All bonus funds issued by phsaya are subject to wagering requirements before withdrawal. Wagering multiples, eligible games, and time limits are specified per promotion. Bonus abuse is a breach of these Terms.
These Terms are governed by the laws of the Republic of the Philippines. phsaya operates under PAGCOR jurisdiction. Disputes are subject to Philippine courts unless otherwise resolved by phsaya's internal dispute process.
Withdrawals from your phsaya account are processed only to payment methods that match your KYC-verified identity. No third-party withdrawals are permitted under any circumstances.
phsaya reserves the right to update these Terms. Material changes are communicated by email or platform notification at least 7 days before taking effect. Continued use after the effective date constitutes acceptance.
In these Terms and Conditions, the following terms shall have the meanings assigned below unless the context expressly indicates otherwise:
By creating an account on the phsaya Platform, clicking "I Agree" or any similar confirmation button during the registration process, or by accessing or using any part of the phsaya Platform, you acknowledge that you have read, understood, and agree to be legally bound by these Terms and Conditions in their entirety, together with phsaya's Privacy Policy, Responsible Gaming Policy, and any specific game rules, promotion terms, or supplementary policies published on the Platform from time to time.
These Terms constitute a legally binding agreement between you and phsaya. If you do not agree with any provision of these Terms, you must immediately cease using the Platform and close your account if one has been created.
Note for Filipino Users: By registering on phsaya, you are entering into a contract governed by Philippine law. If you have questions about any clause before registering, you are encouraged to contact support at support@phsaya.biz prior to completing registration.
To register for and use the phsaya Platform, you must satisfy all of the following eligibility requirements at all times during your use of the Platform:
21+ Strict Enforcement: phsaya enforces the 21-year minimum age without exception. Any User found to have misrepresented their age during registration will have their account immediately suspended, all balances forfeited, and the matter reported to PAGCOR in accordance with our regulatory obligations.
Each User is permitted to hold only one (1) registered account on the phsaya Platform. The registration of multiple accounts by a single individual constitutes a material breach of these Terms.
During registration, you are required to provide accurate, current, and complete information, including your legal name, Philippine mobile number, date of birth, and any other information requested by phsaya or required by PAGCOR. You agree to promptly update your account information if any detail changes.
Before accessing real-money gaming services, all Users must complete KYC verification by submitting one of the following Philippine government-issued identity documents: UMID, PhilSys National ID, driver's license, or passport. phsaya reserves the right to request additional supporting documents at any time, including proof of address or source of funds, in compliance with anti-money laundering regulations.
phsaya may suspend account access and freeze the wallet balance of any User who fails to complete KYC within the timeframe specified, or who provides documents that cannot be verified as genuine.
You are solely responsible for the accuracy of all information submitted to phsaya. Any account opened using false, incomplete, or misleading information may be suspended or permanently closed without prior notice, and all balances associated with such an account may be voided.
You are solely responsible for maintaining the confidentiality and security of your phsaya login credentials, including your password, one-time passwords (OTP), and any two-factor authentication codes. phsaya will never ask you to disclose your password or OTP via any communication channel.
phsaya accepts deposits and processes withdrawals via the following payment channels: GCash, PayMaya, BPI Online, BDO Online, Metrobank, and UnionBank. Accepted methods are subject to change and will be published on the Platform's cashier page at all times.
The minimum deposit amount is ₱100 per transaction. Deposits credited to your phsaya Wallet are non-refundable except in circumstances where phsaya determines a technical error prevented the funds from being correctly applied. phsaya does not accept deposits from third-party payment sources — the deposit method must be registered in your own name.
Withdrawals from phsaya may only be processed to a payment method that: (a) belongs to you personally; (b) has been verified as matching your KYC identity on file; and (c) was previously used to fund your account or has been formally registered as an approved withdrawal destination. The minimum withdrawal amount is ₱500. phsaya targets processing of GCash and PayMaya withdrawals within five (5) minutes of approval during normal operating hours.
phsaya is obligated under Philippine anti-money laundering laws (Republic Act No. 9160, as amended) to monitor transactions and report suspicious activity to the Anti-Money Laundering Council (AMLC). phsaya may delay or refuse a withdrawal, request proof of source of funds, and report transactions to AMLC without prior notice to the account holder where required by law.
Important: Depositing funds for the sole purpose of withdrawing without meaningful gaming activity may be flagged as structuring behavior under AML regulations. phsaya reserves the right to review and hold such transactions pending compliance review.
phsaya offers promotional bonuses, free spins, cashback, and other incentives to eligible registered users. The following general terms apply to all promotions unless specific promotion terms expressly state otherwise:
Examples of bonus abuse that may result in account suspension include, but are not limited to: using the same bonus across multiple accounts, employing low-variance betting patterns specifically to satisfy wagering requirements without genuine gaming intent, and coordinating with other Users to circumvent bonus restrictions.
All games available on the phsaya Platform are governed by their respective game rules, which are accessible from the game interface at all times. In the event of any inconsistency between game-specific rules and these Terms, the game-specific rules shall prevail in respect of gameplay conduct, and these Terms shall prevail in respect of account management, payments, and promotional matters.
The following activities are strictly prohibited on the phsaya Platform. Engaging in any prohibited activity may result in immediate account suspension, forfeiture of balances, and legal action where appropriate:
Fraud and Chargebacks: phsaya works closely with Philippine payment providers and financial institutions. Fraudulent chargebacks are actively pursued through both platform-level action and, where warranted, referral to relevant Philippine law enforcement authorities.
phsaya is committed to promoting responsible gaming among all Philippine members. Gambling is a form of entertainment and carries inherent financial risk. phsaya strongly encourages all Users to play within their personal financial means and to recognize the signs of problem gambling.

PAGCOR Responsible Gaming: phsaya supports PAGCOR's responsible gaming initiatives. Filipino players may also contact PAGCOR directly through official PAGCOR channels for assistance with exclusion programs and gambling-related support services.
All content, software, trademarks, service marks, logos, graphics, and other intellectual property displayed on or accessible through the phsaya Platform are the property of phsaya or its licensors, including game studio partners. Nothing in these Terms grants you any right, title, or license to use phsaya's intellectual property except as strictly necessary to access and use the Platform for its intended purpose.
You may not reproduce, copy, distribute, publish, transmit, adapt, or create derivative works from any content on the phsaya Platform without prior written permission from phsaya. Unauthorized use of Platform content may constitute infringement of copyright, trademark, or other intellectual property rights and may be subject to legal action.
To the fullest extent permitted by Philippine law, phsaya's total aggregate liability to you for any and all claims arising out of or in connection with your use of the Platform shall not exceed the total amount deposited by you in the thirty (30) days immediately preceding the event giving rise to the claim.
phsaya shall not be liable for any indirect, incidental, special, consequential, or punitive damages, including loss of profits, loss of data, or loss of enjoyment, whether arising in contract, tort, or any other cause of action, even if phsaya has been advised of the possibility of such damages.
phsaya reserves the right to suspend or permanently terminate any User account, with or without prior notice, where phsaya reasonably determines that the User has breached any provision of these Terms, engaged in fraudulent activity, or where continued account operation would violate PAGCOR regulations or Philippine law.
Upon termination for cause, phsaya may void and forfeit all Wallet balances, including Real Money Balance, where such balances were derived from or are associated with the prohibited conduct. In cases of termination not related to User misconduct — for instance, where phsaya ceases operations in a particular jurisdiction — Real Money Balances will be returned to the User via their registered withdrawal method after completing applicable verification.
A User may voluntarily close their phsaya account at any time by contacting support via the official email channel. Upon voluntary closure, the verified Real Money Balance will be processed for withdrawal to the User's registered payment method within five (5) business days, subject to any pending compliance reviews.
In the event of any dispute arising from your use of the phsaya Platform, including disputes relating to game outcomes, bonus terms, account decisions, or payments, you are required to first attempt to resolve the matter through phsaya's internal dispute resolution process before pursuing any external remedy.
To initiate a dispute, submit a written complaint to support@phsaya.biz with the subject line "Formal Dispute" and include your registered mobile number, account username, the nature of the dispute, and all relevant supporting information. phsaya will acknowledge your complaint within two (2) business days and issue a written decision within fifteen (15) business days of acknowledging receipt.
If you are not satisfied with phsaya's internal decision, you may escalate the matter to PAGCOR through its official complaint channel. phsaya will cooperate fully with any PAGCOR-initiated investigation or mediation process.
These Terms and Conditions are governed by and construed in accordance with the laws of the Republic of the Philippines, including but not limited to Republic Act No. 9487 (the PAGCOR Charter, as amended), Republic Act No. 9160 (the Anti-Money Laundering Act, as amended), Republic Act No. 10175 (the Cybercrime Prevention Act of 2012), and Republic Act No. 10173 (the Data Privacy Act of 2012).
Any legal action arising from or in connection with these Terms that cannot be resolved through PAGCOR mediation shall be submitted to the exclusive jurisdiction of the appropriate courts in Metro Manila, Philippines.
phsaya reserves the right to amend these Terms and Conditions at any time. When amendments are made, phsaya will update the "Last Updated" date at the top of this page. For material changes — those that significantly affect User rights, payment terms, or game access — phsaya will provide at least seven (7) calendar days' advance notice by email to the address registered on your account and/or by prominent notice on the Platform.
Your continued use of the phsaya Platform after the effective date of any amendment constitutes your acceptance of the updated Terms. If you do not agree to an amendment, you must close your account before the effective date. Closing your account after receiving notice of an amendment will not result in the forfeiture of your verified Real Money Balance.
